Liverpool City Region Combined Authority and Knowsley Council are inviting people to view and comment on the current proposals for a brand new railway station on Headbolt Lane in Kirkby.
Steve Rotheram, Metro Mayor of the Liverpool City Region, is currently working out plans to develop the transport links across his region, adopting a London-style system combining bus, rail ferry and active transport to form an efficient and effective system for all users.
A key part of this plan is to ensure Knowsley Business Park, one of Europe’s biggest employments sites, has suitable transport links.
One proposal to boost transport links in this area is constructing a brand new railway station at Headbolt Lane Kirkby, also benefiting the Northwood and Tower Hill areas of the town.
Key features of the new station would be:
- Step-free access throughout the station
- A bus interchange
- Cycle parking
- Links to the local cycling and walking networks
- Passenger waiting facilities and toilets
- Approximately 300 park and ride spaces
Trains would arrive and depart across three platforms, linking the new station on an extended section of the Merseyrail network, to Wigan and Manchester on Northern services.
People are encouraged to take part in the survey, which can be found here along with CGI images, which ends on Sunday 13th of June 2021. A planning application is planned to be submitted in July 2021.
Metro Mayor of the Liverpool City Region Steve Rotheram said: “I’ve always been really proud to be from Kirkby, so it’s really exciting to see all of the work we’ve been doing to help get the area back on the up again. From the tens of millions we have invested in the Townie, to the work we’re doing to open this station at Headbolt Lane, we’re making a real difference because of devolution – and the ability to make more decisions locally.
“Good public transport is vital for connecting people with each other and with opportunity. That’s never been more important than in the post-pandemic world, where we need to build back better. The new station is a key part of delivering my plans for an integrated, London-style publicly owned transport system for our city region. I’ll make it as quick, easy and affordable as possible to get around.
“Please take the time to have your say on our plans for the station and help us make it the best it can be.”
Cabinet Member for Regeneration and Economic Development Councillor Tony Brennan said: “I’m pleased that residents will have an opportunity to see for themselves how the new station will look, and I’d encourage our residents and businesses to share their views and help to shape this important project for Kirkby.”
Philippa Britton, principal programme sponsor for Network Rail, said: “It’s brilliant to see Headbolt Lane station come to life in the new flythrough video which will help passengers and local residents to visualise the plans we’re working on with the Metro Mayor and our Combined Authority partners.
“The new station and reinstatement of two tracks, will mean Merseyrail and Northern can serve a greater number of passengers in the wider Kirkby area.
“It will mean better connections to Liverpool and Manchester by public transport, bringing greater opportunities for work, study and leisure.”
Managing Director of Merseyrail Andy Heath said: “This is another exciting step towards a brand-new station at Headbolt Lane and we look forward to hearing the thoughts of local residents and employees on this project.
“Together with our partners, we want to provide a rail network that meets the needs of the people of the Liverpool City Region, and by taking part in this survey you can help us to achieve this.”
Regional Director at Northern Chris Jackson said: “Our customers are at the heart of everything we do and we’re always striving to make improvements for those customers.
“We look forward to working closely with our colleagues across Liverpool City Region to hopefully provide Kirkby and the surrounding area with a state-of-the-art multi transport interchange.”

A new station in Merseyside with new Class 777 trains coming into service very soon.
Whoever drew the artist’s image forgot to put in the access route from those houses in the background. Then again, the space between them and the line will be filled by new houses in no time at all . . . !
